SOUTHERN-CROSSROADS-SOX is registered to the Georgia Institute of Technology, which manages and operates Southern Crossroads (SoX) — the Internet2 regional GigaPoP for the southeastern United States, serving the region's research-and-education community since 1997.

What it's used for

SoX is an aggregation point, not a destination network. Universities, K-12 systems, federal labs and non-profit research institutions across the Southeast connect into it, and SoX hands their traffic onward to Internet2, ESnet and other national and international research backbones, plus commodity transit.

The evidence that settles the kind is the mismatch between address count and neighbour count. RIS sees a single announced IPv4 prefix, 152.55.152.0/22 (1,024 addresses), and one IPv6 prefix, 2607:f7b8::/32 — but 49 observed neighbours.

A network with 1,024 addresses and 49 BGP neighbours is not an enterprise and not an eyeball provider; those peer with a handful. Fifty adjacencies against a /22 means the addresses exist only to number the routers, and the point of the AS is the peering fabric itself. This is the classic signature of a regional R&E exchange: every connector institution shows up as a separate neighbour, while SoX itself holds almost no address space of its own.
