A whole /16 reached through two BGP sessions is the signature of a large single-tenant end-site: it consumes transit and originates only its own space. A carrier with 65k addresses would peer with hundreds of ASes; a hoster would show a far more fragmented and more recently-acquired address plan.
• Two neighbours for a Virginia public university most likely means one commodity transit provider plus a state or regional research-and-education network, which is the standard higher-education connectivity pattern.
