That deaggregation is why the prefix count is high while the address count is small: nineteen announcements all come out of one /20.

The reverse DNS is the informative part. Sampled addresses resolve to smtesic.com and mail.xaar-china.com — third-party corporate domains, one of them plainly a mail server for a manufacturer's China operation. rDNS shows what the space carries, not who holds it, and what it carries here is other companies' servers and mail. That is the signature of a provider selling leased lines and hosted infrastructure to businesses, not a subscriber ISP: there are no dsl-, pool- or dhcp- pool names anywhere in the sample.
