What it's used for

• Enterprise, not a provider. One BGP adjacency is the whole argument. A network that sold connectivity, transit or public hosting would have downstream ASes and a second upstream for resilience; this one has a single path to the internet, which is what an end-site buys. Under two thousand addresses reinforces it: too little to be an eyeball ISP or a hosting business, about right for a company running its own servers, VPN concentrators and managed-service endpoints.
• The -AP handle suffix is an APNIC convention, not a hint about the network's role, and the word System in the name is likewise not evidence. The identification here rests on the registered Hong Kong company and the routing shape, both of which point at an integrator's own network rather than a carrier.
