AS10051 MICNET-AS-KR Korea Post Information Center

MICNET-AS-KR belongs to the Korea Post Information Center, the IT arm of Korea Post, the national postal operator. It runs the computing that sits behind post-office counters nationwide, and AS10051 is the small routed footprint attached to it.

What it's used for

Internet-facing services for Korea Post's back-office systems. The AS announces 3 IPv4 prefixes totalling 768 addresses and no IPv6, drawn from a contiguous 203.254.117.0/24–203.254.119.0/24 block. That is a single-site allocation, not a service-provider one. The Information Center's remit is unusually broad for a postal body: as well as mail tracking it develops and operates the systems for Korea Post's financial products, meaning postal savings, postal insurance and remittances, including the settlement links to the Bank of Korea. A network carrying banking workloads is one that stays deliberately small and tightly bounded, which is exactly the shape here.

Notable

This is a government network, not a carrier or a hosting platform. Three /24s against one observed BGP neighbour is the signature of an end-site that buys transit and announces nothing on anyone else's behalf. A wholesale carrier of any size would show hundreds of adjacencies. Korea Post itself sits under the Ministry of Science and ICT, which places this AS squarely inside the central government rather than in the commercial sector its savings-bank business otherwise resembles.

Interesting

The MIC in the handle is a fossil: it dates from when Korea Post reported to the old Ministry of Information and Communication, a ministry that no longer exists. The operator was itself renamed Korea Post Digital Service in 2025 — the handle, as usual, outlived both.
