MINC is Minaminihon Information Processing Center Co., Ltd. (株式会社南日本情報処理センター), a Kagoshima systems integrator founded in 1969. Alongside software development, data entry and outsourcing, it runs a data centre and a regional ISP, Minc Internet, whose service domain minc.ne.jp is the one visible on this network.

What it's used for

A small regional provider network. The AS announces exactly one IPv4 prefix, 61.205.64.0/20 — 4,096 addresses — and no IPv6. The only sampled PTR is ns.minc.ne.jp: a nameserver, i.e. the operator's own service infrastructure, not customer equipment. With a single aggregate and 2 observed BGP neighbours, this is a stub network with a pair of upstreams and no peering to speak of.

Notable

Classified as business rather than residential. Minc Internet does sell connectivity, but it does so mostly by reselling NTT's FLET'S fibre — the subscriber's line and its dynamic address usually come from NTT's own infrastructure, not from this /20. What a /20 of self-held space is for in that model is the pieces that need to be stable: nameservers, mail, hosted customer servers, fixed-IP business plans and the data-centre estate. The evidence available fits that reading and does not show a subscriber pool.

Interesting

The company is a good example of a Japanese pattern that is easy to misread from the outside: a mid-century regional data-processing bureau that added an ISP in the 1990s and never separated the two. The name says "information processing centre"; the network behaves like a small enterprise hoster. Neither the legal name nor the ISP branding alone would get you to the right answer.
