CWJ-NET is Cyber Wave Japan Co., Ltd. (株式会社サイバーウェイブジャパン), a data-centre and cloud operator based in Ise City, Mie Prefecture. It sells hosting, colocation, the CWJ Cloud Platform, the UltraBox corporate storage service and CWJ Secure One email security (spam and virus filtering, archiving, misdirected-send prevention).

What it's used for

Hosted infrastructure. The AS announces 3 IPv4 prefixes totalling 6,400 addresses and no IPv6 — a small, tightly-held estate. Every sampled address resolves in CWJ's own zone under a flat, generic scheme: rev.61.114.224.5.cwj.ad.jp, rev.103.2.68.133.cwj.ad.jp. A rev. placeholder applied uniformly across a block is what a hosting provider does with space it will hand out to machines and tenants; it is not a subscriber pool, which would carry dhcp, ppp or dsl markers instead.

Hosting, not an eyeball ISP. One PTR breaks the pattern and confirms the read: 04.main36.ps.cwj.ad.jp looks like a numbered server in a service cluster, exactly the kind of name that appears in a data centre and nowhere in a broadband access network. The 12 observed BGP neighbours on 6,400 addresses fit a facility that buys transit and peers a little, rather than a carrier selling it.

Interesting

CWJ exists because of a public-sector project. It was set up under Mie Prefecture's Shima Cyber Base initiative, which aimed to turn the landing of high-capacity submarine cables in southern Mie into a regional IT industry. The company is a rare case where a prefectural economic-development scheme produced a working commercial data-centre operator.
