AS9351 (ZLAN) is held by ZTV Co., Ltd., a cable television operator headquartered in Tsu, Mie Prefecture, serving Mie and neighbouring Shiga and Wakayama. The handle is its Internet brand, "Z-LAN"; alongside cable TV it sells broadband and telephony.

What it's used for

This is a cable eyeball network and the evidence is about as clean as it gets. RIS observes 30 IPv4 prefixes carrying roughly 249,856 addresses, one IPv6 /32 (2401:900::/32), and 25 BGP neighbours. A quarter of a million addresses in only 30 aggregates — /17s and /18s at the top, /19s and /20s below — is the shape of an access network pooling subscribers into large contiguous blocks, and the low neighbour count rules out any wholesale role. Reverse DNS confirms it directly: essentially every sampled address resolves to a host-<a>-<b>-<c>-<d> pattern under ztv.ne.jp or pc.ztv.ne.jp, the generic per-subscriber naming that cable operators apply across their entire consumer pool. A second brand, amigo.ne.jp / amigo2.ne.jp, appears on parts of the space, so the AS carries more than one consumer ISP name.

• ZTV runs cable TV, Internet and fixed telephony as a regional Japanese MSO; this AS is the Internet side of that business.
• Consumer-CPE reverse DNS across almost the whole sample makes the residential classification unusually well grounded here.
• IPv6 is announced as a single /32 with no deaggregation.

Interesting

Two of the announced prefixes, 193.116.0.0/19 and 193.117.64.0/19, sit in 193/8 — historically European address space — yet their PTRs resolve to host-193-117-64-5.pc.ztv.ne.jp. Whatever the blocks' origin, they are genuinely in service carrying Japanese cable subscribers today.
