SECOMTRUST is SECOM Trust Systems Co., Ltd., the ICT arm of the SECOM group (Japan's largest private security company). Formed in 2006 from the merger of two SECOM IT subsidiaries, it runs data centres in Mitaka, Tokyo and sells managed hosting, cloud, disaster-resilience and certificate-authority services.

Sampled reverse DNS is almost all first-party — 165-100-0-5.secomtrust.net, 61-114-176-5.secomtrust.net — the generic per-address naming a hoster gives to racked machines and customer VLANs, with no subscriber-pool markers (dsl-, ppp, dhcp) anywhere in the sample.

This is hosting / managed infrastructure, not an eyeball ISP. The tell is a third-party PTR sitting inside SECOM's own space: 210229000005.obic7.obicnet.ne.jp belongs to OBIC, a separate Japanese ERP vendor whose hosted service lives on SECOM's addresses. That is what customer-hosted estate looks like. It is also not a carrier: 18 observed BGP neighbours against 146k addresses is a provider that buys transit and peers modestly, not one that sells transit widely.

SECOM Trust Systems operates a well-known Japanese certificate authority, so a slice of this space carries PKI and trust-service infrastructure.
