AS9980 (LDCC-AS-KR) is held by LOTTE INNOVATE Co., Ltd., the IT services and systems-integration arm of South Korea's Lotte group, known until its recent rebrand as Lotte Data Communication Company — which is where the LDCC handle comes from. It sells system integration, system management, IT outsourcing and cloud services, primarily into the Lotte affiliates that span retail, hospitality, chemicals and finance.

Sixty-two prefixes for sixteen thousand addresses means the network is almost entirely /24s: a 61.110.96.0/22 and then a long list of individual /24s scattered across 202.30.x, 125.60.x, 203.251.x and 210.111.x.

That fragmentation is characteristic of a group IT company rather than a service provider. Blocks get assigned one at a time as affiliates, stores, distribution centres and hosted systems are onboarded, and each is announced separately because each was allocated separately. The two BGP neighbours confirm the role: this network buys transit and does not sell it. Read AS9980 as the corporate and data-centre network of the Lotte group's IT subsidiary — enterprise workloads and the systems it operates for its parent's affiliates, not a public hosting business or an eyeball network.
