AS9925 (HKTDCS-AS-AP) is held by VDC Powerbase Hong Kong Data Centers Limited. The network began life as PCCW's data-centre arm, PCCW Powerbase Data Center Services (HK), and passed to Vantage Data Centers when DigitalBridge acquired PCCW's Hong Kong and Malaysia data-centre business for $750m, a deal that closed in December 2021. Several routing databases still carry the old PCCW Powerbase name, which is the usual lag after a corporate transfer.

That combination is the classic hosting shape: a substantial address pool — far more than any enterprise needs for itself — but a very small peering fabric, because a colocation operator's job is to hand addresses and rack space to tenants, not to sell transit to other networks or to serve eyeballs.

The inventory backs that up. The space is drawn from many separate APNIC parents (202.77, 202.85, 202.123, 202.153, 203.86, 203.105, 203.161, 203.215) and includes real aggregates — a /18, several /19s and /20s — rather than a scatter of unrelated /24s. That is address space accumulated over two decades of running Hong Kong facilities, then subdivided per customer, which is exactly what you would expect of an operator whose lineage runs back to a national incumbent.
