Addresses in 39.1 resolve as 39-1-0-5-adsl-KHH.dynamic.so-net.net.tw, ADSL lines tagged with the city, under so-net.net.tw. One ASN carries eyeballs presented under at least two consumer brands on two last-mile technologies. That shows what the space carries, not who holds it.
