AS9831 UNIGATE-AS-AP AS NO. FOR UNIGATE TELECOM INC.

AS9831 (UNIGATE-AS-AP) is held by Unigate Telecom Inc., a company based in the Neihu district of Taipei, Taiwan. Despite the "Telecom" in the name and a PeeringDB listing, the routed network behind this AS is tiny.

What it's used for

RIS sees exactly 1 IPv4 prefix — 202.3.191.0/24, 256 addresses — no IPv6, and 1 BGP neighbour. That is the smallest possible viable footprint: one class-C, one path. Sampled reverse DNS is the interesting part: both addresses resolve to -static.chief.net.tw, the naming convention of Chief Telecom, a Taiwanese carrier and data-centre operator. The rDNS shows where the space lives*, not who holds it — the /24 is registered to Unigate but is evidently hosted and reverse-delegated inside Chief Telecom's infrastructure, and the "static" label points at fixed-IP server or leased-line assignments rather than a consumer pool. In practice this AS is a corporate/colocated presence riding on a larger Taiwanese provider, not an independent carrier moving anyone's traffic.

Notable

• The handle oversells it. A single /24 behind a single neighbour is not a telecom network in any operational sense, whatever the registered company name says. This is exactly the case the "the name is evidence in neither direction" rule exists for.
• The 202.3.0.0/16 region is early APNIC space, consistent with the low AS number, but the routing tells you nothing about how long the current arrangement has been in place.
• No IPv6 is announced.
