AS9809 (NovaNetwork) is held by Shenzhen NOVA Technologies Development Co., Ltd, a Shenzhen-headquartered commercial network operator. NOVA holds a nationwide value-added telecom licence covering IP-VPN, fixed-line data transmission, internet access, data centre (IDC) and cloud services, and sells "multi-line BGP" connectivity aimed at corporate customers.

The inventory is split between one solid 116.214.32.0/19 (deaggregated into eight /22s, the usual traffic-engineering habit of a multi-homed operator) and a scatter of individual /24s in 219.235.0.0/16 and 116.214.128.0/17. That is a service-provider footprint at small-carrier scale: enough contiguous space to hand out to hosted and connected customers, and a handful of upstreams rather than the hundreds of neighbours a wholesale transit network would show. Sampled reverse DNS returns a generic user.nova.net.cn on customer-facing addresses, consistent with an access/IDC pool served under NOVA's own domain rather than a network carrying someone else's brand.

• NOVA's selling point is BGP multi-homing across China's split north/south carrier backbones — buying transit from several nationals at once so customers get usable performance on both sides. That is exactly what a modest address count plus multiple upstreams looks like in routing terms.
• The AS number was issued by CNNIC, and the network is present in Shenzhen, Shanghai and Beijing.
• Despite a 25-year-old registration, no IPv6 is announced at all.
