One detail is worth stating carefully. A sampled address in 1.237.174.0/24 has a PTR of mail.aps-korea.co.kr, a domain belonging to a different company. Reverse DNS shows what address space carries, never who holds it, so this does not put the block in anyone else's hands. What it does suggest is that at least part of the space runs services on behalf of third parties — unsurprising for a vendor whose business is managed certificate and authentication infrastructure that customers depend on being online.
