The evidence is unambiguous about who runs the space: every sampled address resolves under airtel.in, in Airtel's aes-static-* naming (for example aes-static-005.97.144.59.airtel.in), which is the pattern Airtel uses for statically-assigned enterprise/leased-line customers. The routing shape is the interesting part. RIS sees only 10 IPv4 prefixes totalling 2,816 addresses and two IPv6 /48s, yet 187 observed BGP neighbours. A tiny address count against a very large neighbour count is not an access network — it is an AS used at interconnection points. This is a carrier-side AS whose job is peering and carrying a handful of specific enterprise and infrastructure prefixes, not one that aggregates a subscriber base. The bulk of Airtel's eyeball and backbone routing lives in other Airtel ASNs.

• Bharti Telesonic held the DoT national long-distance licence and launched NLD service under the IndiaOne brand before the group's carrier entities were merged; the ASN outlived the company name.
