AS9693 (KFTCCA-AS) is held by KFTC, the Korea Financial Telecommunications & Clearings Institute: the non-profit body that runs South Korea's shared inter-bank payment and clearing infrastructure. It is a financial-utility network, not a service provider.

What it's used for

The routing footprint fits an in-house enterprise network exactly. RIS sees 10 IPv4 prefixes carrying 2,560 addresses and no IPv6, all of it announced through just 2 observed neighbours, both Korean incumbents. That is the signature of a single organisation buying transit for its own systems rather than a network selling connectivity: a wholesale carrier of any size would show hundreds of peers, and an eyeball ISP would need orders of magnitude more address space. The address space itself is a handful of unaggregated /24s spread across three Korean blocks (203.81.8.0-ish, 203.175.188.0-ish and 203.233.91.0/24), plus one APNIC-era 103.141.18.0/22, which is what a long-lived institutional allocation history tends to look like.
