AS9684 (HANWHA-AS) is registered to the Information Service division of Hanwha Corporation, the in-house IT arm of Hanwha Group — one of South Korea's large chaebol, founded as Korea Explosives and now spread across defence, aerospace, chemicals, energy, construction, finance and retail.

What it's used for

This is a corporate-group network: an enterprise IT department running BGP for its own estate. RIS sees 17 IPv4 prefixes carrying 4,608 addresses, no IPv6, and only 2 observed BGP neighbours. Two adjacencies is decisive — this network takes transit from Korean carriers and sells nothing. A wholesale operator with any real role would show orders of magnitude more peers.

The inventory is the interesting part. Apart from one 203.231.48.0/23, it is sixteen individual /24s, and they come from all over the Korean address space: 218.146.32.0/24, 14.47.119.0/24, 128.134.135.0/24, 211.106.22.0/24, 121.130.46.0/24, 203.233.82.0/24, 1.209.204.0/24, 210.120.25.0/24 and more. That scatter is not a broker signature here, it is exactly what a conglomerate's IT division accumulates over decades: a /24 per site or per affiliate, each assigned by whichever Korean carrier connected that office, factory or subsidiary at the time, all later gathered under one group ASN so the group can multihome them itself. No PTRs came back on the addresses sampled.
