AS9657 (MELSANET-ID-AP) is held by PT Melvar Lintasnusa, trading as Melsa — an internet service provider based in Bandung, West Java. It is one of Indonesia's early ISPs, operating since the mid-1990s, and it sells access to homes, businesses and government offices in and around the city. Melsa is PeeringDB-listed and runs a public looking glass under melsa.net.id.

What it's used for

The routing shows a regional access provider that has kept up with modern practice. RIS sees 32 IPv4 prefixes totalling 8,192 addresses and, notably, 16 IPv6 prefixes from 2403:9500::/32, announced through 9 observed neighbours.

The IPv4 side is one legacy 202.138.x range broken into /24s — 202.138.225.0/24 through 202.138.254.0/24 — which is what an ISP of this vintage looks like when it has one old allocation and carves it up by service and POP. The IPv6 side is more interesting: sixteen /36s deaggregated out of a /32 is a lot of announcement granularity, and it suggests IPv6 is being handed out in earnest rather than sitting unused. Nine neighbours against 8,192 addresses is an eyeball-network shape, not a transit one — a wholesale carrier of this age would peer with hundreds.

Sampled reverse DNS returns mail.pt-panjunan.com, a customer's own domain rather than a Melsa-branded access pool, which is a reminder that PTRs show what the space carries, not who holds it.
