Averaging under 200 addresses per announced prefix is the tell: this network is heavily deaggregated into /23s and /24s, which is what happens when customers hold their own small blocks and each one is announced separately rather than being folded into an access-pool aggregate.

The reverse DNS shows both sides of the business. dial-203-201-159-5.ecn.net.au is a legacy access pool named in ECN's own domain, while ave1.rungeict.com is a customer's domain living in ECN space — a corporate tenant, not an eyeball. Twelve neighbours is too few for a transit carrier and the address count is far too small for a mass-market eyeball network, so the sensible reading is a regional provider selling connectivity and hosting to Australian businesses, with a residual retail tail.
