AS9650 CITEC-AU-AP QLD Government Business IT

AS9650 (CITEC-AU-AP) is held by CITEC, the Queensland Government's own ICT service provider, registered as "QLD Government Business (IT)". CITEC is not a department in its own right so much as the shared-services arm that runs data centres, hosting, managed services and the Queensland Government Network for state agencies out of Brisbane.

What it's used for

This is a whole-of-government service network, and the routing reflects that scale. RIS sees 64 IPv4 prefixes totalling 226,816 addresses plus an IPv6 /32 (2406:3c00::/32), announced through 13 observed neighbours. Thirteen neighbours against nearly a quarter of a million addresses is the signature of a large consumer of transit, not a seller of it: CITEC buys connectivity from Australian carriers and distributes it internally rather than peering broadly the way a wholesale ISP would.

The address inventory is a mix of large legacy holdings — three whole /16s (131.242.0.0/16, 161.143.0.0/16, 147.132.0.0/16) — and many smaller APNIC-era blocks (203.x, 103.x, 45.64.68.0/22) accumulated as agencies came aboard. Sampled reverse DNS lands on qimagery.information.qld.gov.au and *.treasury.qld.gov.au, i.e. distinct state-government agencies living inside the same address space. That is exactly what a shared government hosting platform looks like: one AS, many agency tenants, all under qld.gov.au.

• The prefixes belong to the state government collectively; individual agencies (Treasury among them) sit inside CITEC's space rather than running networks of their own.
• The three /16s are pre-APNIC-era assignments, which is why the inventory looks unusually large for a single sub-national government.
