AS9641 KDB-AS-KR Korea Development Bank

AS9641 (KDB-AS-KR) is held by the Korea Development Bank (한국산업은행), South Korea's state-owned policy bank. KDB is not a retail bank in the ordinary sense: it exists to finance industrial development, restructure distressed companies and support state economic policy, and it has repeatedly ended up as the controlling shareholder of major Korean corporations as a consequence of those bailouts.

What it's used for

The routing evidence is a large, conservative enterprise edge. RIS sees 11 IPv4 prefixes carrying 2,816 addresses, no IPv6, and only 2 observed neighbours. Eleven prefixes is a lot for two upstreams, and that ratio is the signature: this is a bank that has accumulated address space over decades but has kept its BGP posture deliberately simple, homing to a pair of Korean carriers for redundancy and nothing more. There is no transit role here — a wholesale network would show hundreds of neighbours — and 2,816 addresses is far too few for an access network.

Every one of the eleven prefixes is a /24, and they are drawn from unrelated blocks: 61.32.249.0, 106.241.135.0, 115.91.205.0, 115.91.206.0, 115.92.184.0, 210.107.71.0, 210.107.92.0, 211.62.233.0, 211.171.100.0, 211.181.119.0, 211.181.165.0. Nothing aggregates. That fragmentation is the fingerprint of a long-lived institution picking up a /24 at a time as branches, data centres and disaster-recovery sites came online, rather than of a network designed as a whole.
