AS9614 OCT Oita Cable Telecom Co,ltd.

AS9614 (OCT) is the network of Oita Cable Telecom (大分ケーブルテレコム), the cable operator for Oita Prefecture in Kyushu. The AS is now registered to JCOM Marketing Co., Ltd., and the operation runs as the J:COM group's Oita branch, but the original oct-net.ne.jp service domain is still very much in use.

What it's used for

This is a residential cable-broadband network. It announces 25 IPv4 prefixes for 165,888 addresses, led by two /18s (111.125.0.0/18, 101.55.128.0/18) and a long run of /19s and /20s drawn from many unrelated parents, which is what a cable ISP accumulates as it grows its subscriber pool block by block. Every sampled address across every one of those blocks resolves under oct-net.ne.jp, with hex-encoded per-address names (d6f7d0005, dcbd5a005, 31ee00005) and at least one explicit dhcp41005.oct-net.ne.jp. Hex-of-the-IP PTR generation and DHCP labelling are eyeball-network signatures: they are what you produce when you must name hundreds of thousands of customer modems mechanically. The single observed BGP neighbour settles the role. This AS sits behind one upstream and sells access to end users. It carries no transit and no meaningful peering.

Notable

• The registry name and the operating name diverge. Do not read "JCOM Marketing" as a marketing or advertising business: it is the group entity that holds the Oita cable operation.
• No IPv6 is announced.
• J:COM's much larger ZAQ network is a separate AS, [AS9617](https://asn.ipinfo.app/AS9617). AS9614 is the Oita regional network specifically, not the group backbone.
