The 8,192 addresses cover an institute campus: lab and test-rig networks, HPC and simulation resources, the public web and mail presence, and staff desktops. Splitting a contiguous range into 32 separate /24 announcements rather than a couple of aggregates is an old habit that usually reflects per-department or per-site routing policy inside the campus rather than any traffic-engineering need.
