The 29 observed BGP neighbours are the strongest signal. That is a great deal of interconnection for under 2,000 addresses, and it means this network peers aggressively. Hosting providers do that because their traffic is predominantly outbound — servers sending to users — and every direct peer is a cheaper, shorter path off the network.
