The evidence describes a corporate services network hanging off a global backbone. RIS sees 31 IPv4 prefixes carrying 137,728 addresses, plus 5 IPv6 prefixes including a 2403:e000::/32. The v4 space is anchored by two large legacy /16s — 152.91.0.0/16 and 165.191.0.0/16 — announced alongside the /17s, /22s and /24s carved out of them, with a scatter of Australian 203.x and 202.x blocks besides.

The decisive number is the neighbour count: 1. A network holding 137,728 addresses with a single observed BGP neighbour is not selling transit to the wider internet; it is a regional stub of a much larger group, taking its connectivity from Verizon's own global backbone and distributing it to Australian customers over private links and managed circuits. An eyeball ISP with this much space would peer widely to save on transit; a wholesale carrier would peer with hundreds. Verizon Australia does neither, because its customers reach it through Verizon, not through the public internet fabric.

The sampled reverse DNS lands on a customer domain rather than any Verizon infrastructure name, which is what you expect when the address space is assigned out to enterprise clients.
