AS9546 (SNAKER-AS-AP) is registered to Thailand's Ministry of University Affairs — the ministry that oversaw the country's universities and funded the UniNet education and research network, and which was folded into the Ministry of Education in 2003. The registration has never been updated. The network actually running on this AS is Khon Kaen University, one of Thailand's major public universities.

What it's used for

The reverse DNS is unambiguous: the announced space resolves to edoffice.kku.ac.th, kkusci2.kku.ac.th, ora.kku.ac.th and shaper.kku.ac.th — an education office, a science-faculty host, an administrative system and a traffic shaper. That is a university campus network, not a ministry's own IT.

RIS sees 7 IPv4 prefixes carrying 2,560 addresses, with no IPv6. The core is 202.28.92.0/22 plus four adjacent /24s in 202.28.116.0–202.28.119.0, with 202.12.97.0/24 and 49.229.111.0/24 alongside. The 202.28.0.0/16 range is shared Thai higher-education space — [AS9533](https://asn.ipinfo.app/AS9533) and [AS9551](https://asn.ipinfo.app/AS9551), both King Mongkut's universities, announce /24s out of it too — which explains the ministry-level registration: the space was handed out centrally to member institutions.

Only 3 BGP neighbours are observed, consistent with a campus buying transit from the national research network and a commercial upstream and providing none in return.
