AS9494 KOSINET-AS National Infomation Society Agency

AS9494 (KOSINET-AS) is registered to the National Information Society Agency — NIA, the South Korean government's statutory agency for national informatisation, founded in 1987 as the National Computerization Agency and renamed to its current form in 2020. It is the body that has historically built and overseen Korea's public-sector networks and broadband policy programmes.

What it's used for

The routing is distinctive. AS9494 originates 32 IPv4 prefixes totalling 8,192 addresses — and almost every one is an individual /24, packed into a contiguous run of 202.30.64.0 through 202.30.95.0, with one outlier at 203.254.52.0/24. Thirty-two /24s announced separately rather than as a single aggregate is the signature of address space that has been sub-delegated: each /24 sits with a different downstream site or institution, and the agency announces them individually rather than covering them with one route.

One observed BGP neighbour and no IPv6. A single upstream with no peering means this is not transit or wholesale in any sense; the AS exists to originate the agency's own allocations. The combination — a public-sector holder, a legacy 202.30/16-derived range broken into per-site /24s, one upstream — reads as a government network numbering a set of public institutions rather than a network serving the general public or hosting customers.

• NIA's remit (public-sector IT, national network build-out, digital-divide programmes) makes it a plausible custodian of address space used by many small public bodies, which fits the per-/24 announcement pattern.
