One observed BGP neighbour, an Australian provider (FireNet). A single upstream rules out both a transit role and any resilience motive; the AS exists so the company can hold provider-independent address space it can renumber managed infrastructure into without depending on a carrier's assignment. That is a common pattern for managed-service and data-centre outfits of this size: the addresses number servers and customer-facing managed systems, not an eyeball base.

• Scattered /24s with no aggregate can superficially resemble an address-leasing operation, but here the blocks are all from one registry and the holder is a straightforwardly identifiable Australian operating company, which is a different thing.
• Do not confuse this with Operational Technology Solutions, an unrelated Melbourne utilities-engineering firm with a similar name.
