AS9474 (SMARTONE-AS-AP) is held by SmarTone Telecommunications Ltd., the Hong Kong mobile and broadband operator listed as SmarTone Telecommunications Holdings and majority-owned by Sun Hung Kai Properties. It carries SmarTone's own subscriber and service address space in Hong Kong, not third-party traffic.

What it's used for

The AS is a single contiguous block of legacy APNIC space: 17 IPv4 prefixes totalling 16,384 addresses, all inside 202.140.64.0/19 and 202.140.96.0/19, plus one IPv6 allocation, 2403:fa00::/32. The reverse DNS is the tell — nearly every sampled address resolves to a machine-generated PTR of the form m202-140-64-5.ismart.net, with a handful under smartone.com.hk. ismart.net is SmarTone's own operational domain (it is the domain on the network's published abuse contact), so this is customer- and service-facing address space handed out under a uniform naming scheme rather than a block leased out to other parties.

With only one observed BGP neighbour, AS9474 is not a transit network. It sits behind a single upstream and exists to originate SmarTone's own prefixes. That shape (a modest, dense address holding, uniform operator-controlled rDNS, near-zero peering) is the classic signature of an access network serving its own users, not a wholesale carrier.
