AS9365 (ITSCOM) is held by its communications Inc., trading as iTSCOM — a cable television and broadband operator serving the Tokyu railway corridor in south-western Tokyo and Kanagawa Prefecture (Setagaya, Meguro, Kawasaki, Yokohama). It is part of the Tokyu group and is one of Japan's larger regional CATV/FTTH providers.

What it's used for

The routing evidence is textbook consumer access. RIS observes 14 IPv4 prefixes carrying 404,480 addresses, one IPv6 prefix (2407:c800::/32), and only 18 BGP neighbours. That combination — a large address count with a small peer count — is the shape of an eyeball network serving its own subscribers, not a wholesale carrier. Reverse DNS across the space confirms it: samples resolve to per-subscriber names under catv02.itscom.jp (cable modem customers), hikari.itscom.jp (fibre customers) and bb.itscom.jp (backbone/aggregation gear such as cswkote12, eswtama14). Several blocks carry sibling brands — ccjnet.ne.jp, netyou.jp and f243.246.ne.jp — reflecting other cable operators folded into or served by the same platform.

• The catv02 versus hikari split in the PTRs shows both generations of the plant live in the same ASN: legacy DOCSIS cable and newer fibre-to-the-home.
• Address holdings are unusually diverse for a regional operator: four separate /16s plus assorted /17s and /18s, drawn from both old JPNIC space (61.206, 210.253) and newer APNIC ranges (103.2.136.0/22).

Interesting

The naming convention h219-110-128-005 embeds the address in the hostname, a very common Japanese ISP style that makes it trivial to see, from a PTR alone, which access technology a subscriber is on.
