AS9358 FINDER OPTAGE Inc.

AS9358 (FINDER) is registered to OPTAGE Inc., the telecommunications arm of the Kansai Electric Power Group in Osaka, Japan. OPTAGE was known as K-Opticom until a 2019 rebrand, and it runs its own fibre network across the Kansai region, selling broadband, telephony, TV and MVNO mobile under the eo brand, plus enterprise connectivity and colocation out of data centres in Osaka, Kyoto and Kobe.

What it's used for

This is a small, single-purpose corner of OPTAGE's estate rather than its main eyeball network. RIS sees exactly one announced prefix, 210.141.128.0/19 (8,192 addresses), no IPv6, and just one observed BGP neighbour. A single upstream and a single legacy /19 is the signature of a network that is originated for continuity rather than actively grown. OPTAGE's mass-market fibre subscribers and its larger transit footprint sit behind a different ASN, [AS17511](https://asn.ipinfo.app/AS17511), which is the number you will normally see on eo Hikari customer traffic and at Japanese exchange points.

• The FINDER handle is a legacy registry name and does not describe the current holder. Read the ASN as OPTAGE, not as a company called Finder.
• The single-neighbour topology means everything in this /19 reaches the internet through one path. It is a stub, not a transit network.
