AS9357 FNC NRI SecureTechnologies, Ltd.

AS9357 (FNC) is held by NRI SecureTechnologies, Ltd., the information-security arm of the Nomura Research Institute group. It began in 1995 as an NRI in-house venture doing corporate network monitoring and became a separate company in 2000; today it sells security consulting, diagnostics, security software and managed security services, including a cloud-delivered SOC.

What it's used for

The routing evidence is that of a corporate network, not a provider. RIS observes 4 IPv4 prefixes and about 32,768 addresses, one IPv6 /48 (2001:df0:401::/48), and just 5 BGP neighbours. The inventory is essentially one legacy block, 133.250.128.0/17, with three /24s (133.250.173.0/24, 133.250.175.0/24, 133.250.249.0/24) announced as more-specifics out of it — the usual pattern when particular internal segments need to be routed or steered separately, rather than a provider carving customer assignments. Five neighbours is a small number of upstreams and peerings, the amount an enterprise buys for resilience. 133/8 is legacy Japanese space, so the /17 is an old allocation rather than something the company could obtain at that size today. For a managed-security business the likely use of the space is its own corporate systems plus the platforms from which it delivers monitoring and managed detection to clients; the routing alone cannot separate those, and the reverse-DNS sample returned nothing to build on, so this card does not press further.
