AS9348 SLVTSD-CBN-AP Victorian Cultural Network

AS9348 (SLVTSD-CBN-AP) is registered as the Victorian Cultural Network and belongs to State Library Victoria. The name traces back to Vicnet, the library's networking unit: a joint State Library and RMIT project that from the mid-1990s acted as an Internet host and web-publishing service for Victorian community organisations, public libraries and community language groups. The State Library closed Vicnet in 2014, but the AS number and its address block remain with the library.

What it's used for

The routing evidence is that of a single institution, not a provider. RIS observes exactly one IPv4 prefix — 136.154.0.0/16, 65,536 addresses — with no announced IPv6 and one BGP neighbour. A single legacy /16 behind a single upstream is an end-site network: there is no peering fabric, no deaggregation into customer blocks, no second transit for resilience. The /16 itself is a relic of the era when a public institution running an early community ISP could be given an enormous allocation; a body of this size applying today would receive a tiny fraction of it. What the space carries now is not visible from the routing alone, and the reverse-DNS sample returned nothing to build on, so this card does not speculate about current utilisation.
