Two /16s is a lot of address space by modern standards, but it is held by one organisation for one organisation's use: nine neighbours is a handful of upstreams and peerings, which is what a large enterprise buys for resilience, not the fabric a transit or eyeball network would build. The more-specific /21s inside 144.218.0.0/16 are the usual sign of an internal network split across sites or announced separately for traffic engineering. Sampled reverse DNS lands on servermail01.abc.net.au, an ABC-operated mail server — a direct positive confirmation that the holder actually runs the space.
