AS9341 ICONPLN-ID-AP-ISP PT INDONESIA COMNETS PLUS

AS9341 (ICONPLN-ID-AP-ISP) is held by PT Indonesia Comnets Plus, better known as ICON+ or PLN Icon Plus — the telecommunications subsidiary of PLN, Indonesia's state electricity utility. It was created to run PLN's own communications network and then to commercialise the spare capacity on the utility's fibre, and it now sells broadband, MPLS and enterprise connectivity, including a fibre-to-the-home push.

What it's used for

The evidence shows a fibre operator serving a very large number of separately routed sites. RIS observes 544 IPv4 prefixes carrying about 122,368 addresses, a single IPv6 /32 (2400:4a00::/32), and 33 BGP neighbours. Five hundred-plus prefixes over roughly 122k addresses means extreme deaggregation: the largest announcements are a /19 and some /20s, but the overwhelming majority are /22s and smaller, scattered across many APNIC ranges. That pattern comes from a network built out region by region along the power grid, announcing each customer aggregate and each regional block separately, rather than from a carrier with clean contiguous allocations. Thirty-three neighbours confirms it is a service provider with real interconnection but not a wholesale transit business. Reverse DNS is consistent and operator-owned: nearly every sampled address resolves under iconpln.net.id, and one lands on plnbali.co.id, a PLN regional domain — a direct confirmation that the space belongs to and is used by the utility's telecom arm.

Notable

• The parent is the national electricity utility, which is why the fibre footprint follows transmission infrastructure across Java, Bali and beyond.
• The iconpln.net.id PTR naming (5.160.iconpln.net.id, 5.0.94.103.iconpln.net.id) is generic per-address reverse, applied uniformly — a positive sign the operator manages the zone itself.
• IPv6 exists but is announced as a single unsplit /32.
