What it's used for

This is a small NZ retail and business ISP, not a carrier. Eight neighbours against eleven thousand addresses is an access-network signature: it takes transit from a couple of New Zealand upstreams and announces its own customer space rather than reselling routes at scale. The v4 footprint is a legacy APNIC block — 202.27.192.0/21 and neighbouring /22s and /24s across 202.x and 203.9.x, supplemented with newer 103.24.136.0/24 space.

The reverse DNS is unusually informative here and shows a network that has outlived several brand names. Sampled PTRs land under kci.net.nz, kc.net.nz and kcbbs.gen.nz, with hostnames split between .client. and .cust. broadband customers, .dsl. lines, a NAT gateway, and at least one vmhost — so the same ASN carries end-user access, DSL and a modest hosting/VM footprint. The kcbbs name and the associated Kiwi Internet branding are the trail of a long-running Auckland ISP whose numbering resources now sit under the Digital Lab company.
