AS9271 (WKUNET-AS) is held by Wonkwang University, a private university in Iksan, North Jeolla Province, South Korea. It is a single-institution campus network: the AS exists to carry the university's own students, staff, research and affiliated facilities, not to sell service to anyone else.

The routing evidence is unambiguously that of a campus. AS9271 announces 16 IPv4 prefixes covering roughly 27,648 addresses, with no IPv6 announced at all, and just one observed BGP neighbour. A single upstream is the defining shape of an end-site network — an operator that sells connectivity needs several transits and peers; a university needs exactly one path to the national academic backbone. The address holding is generous for the size of the institution: two /19s (61.245.224.0/19, 210.112.128.0/19) and two /20s (203.249.48.0/20, 123.108.16.0/20) make up almost all of it, with a handful of /24s from 203.246.100.0-ish and 210.110.108.0-ish blocks alongside. Large per-user address allocations like this are common in Korean higher education, where campuses received sizeable legacy blocks and never had reason to give them back.
