AS9166 (CEGEKA-HASSELT) is held by Cegeka NV, a Belgian IT services and managed-hosting group headquartered in Hasselt. The handle names the city, and the AS carries Cegeka's own data-centre and cloud estate rather than a consumer access network.

RIS sees 14 IPv4 prefixes covering 13,824 addresses and 9 IPv6 prefixes, against only 3 observed BGP neighbours. That combination is the signature of an enterprise hosting provider: enough address space to number a substantial multi-tenant estate, but a peering footprint of essentially just its upstreams. A wholesale carrier with this much space would have hundreds of neighbours; a provider that buys transit and serves its own racks has three.

Reverse DNS confirms the role. 212.113.64.5 is dnsmaster.cegeka.be and 212.113.72.5 is unknown.openstack.cegeka.com — the latter is the auto-generated PTR pattern of an OpenStack cloud, i.e. tenant VM addresses in Cegeka's own private-cloud platform.
