AS9164 R-TEL-AS

AS9164 (R-TEL-AS) is registered to "R-TEL" LLC, a Ukrainian company that is a RIPE Local Internet Registry. This is a low-numbered legacy ASN whose current holder is best described from the registry and the routing table, because there is very little else to go on.

What it's used for

In routing terms this AS is close to dormant. RIS sees no IPv4 prefixes at all and a single IPv6 /48, 2a14:6300:6::/48, with one observed BGP neighbour. That is the smallest meaningful announcement a network can make: one /48 is a single site's worth of IPv6, and zero IPv4 in 2026 means the AS is not carrying general internet traffic for customers or servers.

The 2a14:6300::/29 block it comes from is a RIPE allocation to the same holder, and sibling /48s from that range appear under other ASNs the company operates. R-TEL is associated with several distinct autonomous system numbers, which is a normal shape for an LIR that provisions ASNs and address space on behalf of customers, but it also means the number in front of you tells you little about what, if anything, is actually running behind it.

• A legacy ASN from the 9000 block now sitting under a much later-registered Ukrainian LIR: the number has changed hands from whatever originally used it.
• Zero IPv4 announced. Whatever this AS was once used for, it is not doing it now.
