FINANSBANK is QNB Finansbank A.S., one of Turkey's larger private commercial banks, majority-owned since 2016 by Qatar National Bank. The registry "name" in some listings is just the bank's Istanbul street address — Inkilap Mahallesi, Dr. Fazil Kucuk Caddesi — which is a registration artifact, not a company.

What it's used for

The bank's own network. It announces 62.108.64.0/20 deaggregated into sixteen consecutive /24s — 4,096 addresses in total — with two observed BGP neighbours and no IPv6. That is a corporate enterprise footprint: branch connectivity, online and mobile banking front ends, payment and card infrastructure. There is no customer address space, no transit, and no hosting business here.

No PTRs came back on the addresses sampled. Banks routinely leave reverse DNS sparse on their public ranges; the absence in this sample is not evidence of anything beyond itself.

• The /20 is announced as sixteen separate /24s rather than as one aggregate. For a bank, splitting the block this way is usually about steering traffic across two upstreams per service group and keeping failover granular — an operational choice, not an inventory of unrelated blocks.

Interesting

The AS has been in the routing table since August 2000, when Finansbank was still an independent Turkish institution. It has since passed through a Greek owner (NBG) and then a Qatari one, and kept the same AS number and the same /20 throughout.
