FD-298-8796 is Fastnet Data Inc, registered in Rancho Cucamonga,

California, and operationally linked to Kurun Cloud Inc (RADB objects

maintained by noc@kurun.com). The low AS number is misleading: the ASN was

registered on 2022-04-04, so this is a modern reissue, not an early-internet

holder.

What it's used for

Assembling and announcing leased IPv4 space. The AS originates roughly 182,000

addresses across 318 fragmented prefixes (plus 24 IPv6), drawn from ARIN,

RIPE and APNIC at once, behind a mix of upstreams (Arelion, NTT, Voxility,

CNServer, China Telecom).

Notable

• The prefixes are registered to many unrelated third parties, not to Fastnet Data. Sampled /24s trace to Starcloud Global (Singapore), Kurun Cloud, Cloud Innovation Ltd (Seychelles), Hong Kong Communications International, Prime Security Corp, Ayaka Tech LLC, YUGS Networks, an HK-XNNET block, and IPXO-brokered space (a "Private Customer" in New Zealand under IPXO LLC / Internet Utilities NA). That spread across registries and shell holders, with IPXO in the chain, is the IP-leasing / address-broker signature.
• This space must not be geolocated to the holder. The blocks belong to different operators in different countries; a single California placement for the whole AS would be wrong, and so would any per-holder eyeball inference.
• Almost no PTRs came back on addresses sampled inside the announced prefixes, so the pack offers no first-party evidence of what individual hosts run.

Automated classifiers split between "hosting" and "eyeball" here. Neither fits:

the honest answer is an aggregator of third-party address space, held out of

every kind bucket rather than forced into one.
