LENENERGO is PJSC Rosseti Lenenergo, the electricity distribution grid

operator for Saint Petersburg and the Leningrad region, and part of the Rosseti

state power-grid group. This is a utility's corporate network, not a telecom

service.

What it's used for

• Corporate IT and grid-operations connectivity for the distribution company.
• The inventory is tiny: a single /24 (194.149.95.0/24, 256 addresses) with two observed BGP neighbours. A network this small originates space for its own use and sells nothing.

Notable

• The AS was first seen in BGP in 2001 announcing 195.133.240.0/20; that block is no longer originated here, and the current footprint is the one /24.
• No PTRs were returned on the addresses sampled. That is not evidence of a deliberate posture — it simply means reverse DNS gives no read on what the block carries, and the classification rests on the holder being an electricity utility with no retail internet product.
• A useful counterweight to the assumption that a Russian ASN with a telecom-sounding legacy allocation must be an ISP. Power utilities across the former Soviet grid hold early ASNs because they ran their own dispatch and telemetry networks.
