• Only three observed BGP neighbours. For a national incumbent that is strikingly few — Kosovo Telecom buys transit from a small number of upstreams and originates its own space rather than acting as a regional carrier.
• No PTRs were returned on the addresses sampled inside its prefixes. That is not proof the zones are undelegated, but it does mean the fixed-versus-mobile split of this space cannot be read from reverse DNS; the classification rests on the operator's role as Kosovo's retail incumbent.
