1996. It sells internet access, telephony, leased lines, data-centre services and

IPTV, with its customer base centred on businesses and business centres in the

capital.

What it's used for

• Business connectivity and hosted services in Moscow. Reverse DNS on the sampled addresses is interconnect and customer-named rather than subscriber pools: 72.interface-network.westcall.ru is an interface/transit name, and Museum.clients.leonar-m.ru is a named customer under a clients. zone.
• One sampled address answers inet4.intelcomnet.ru, a separate operator's domain — WestCall's inventory carries space inherited from or shared with networks it has absorbed.

Notable

• About 79,000 IPv4 addresses across 46 prefixes, with 65 observed BGP neighbours and downstream networks of its own. That mix — moderate address count, high adjacency — is a regional carrier reselling connectivity as well as serving end customers directly.
• No dsl, pppoe, dyn or pool naming appears anywhere in the sample, which is what separates this from a mass-market eyeball network.
• The company has been carved up over time: its Saint Petersburg branch went to ER-Telecom and its Samara operations to Rostelecom, leaving the Moscow business behind this AS.
