MMT-AS is a small legacy autonomous system now held by PJSC Rostelecom,

Russia's state-controlled incumbent carrier, carrying subscriber-access space that

still resolves under the mmtel.ru reverse-DNS domain of the ISP it grew out of.

What it's used for

• End-user internet access: ten /24s inside 195.166.160.0/19, about 2,560 IPv4 addresses, announced behind a single observed neighbour (Rostelecom's own backbone). Sampled reverse DNS lands on access-concentrator names such as access-NN.mmtel.ru and per-IP hosts like 195-166-160-1.internet-credit.ru — the fingerprints of an eyeball access network rather than carrier infrastructure.

Notable

• The address block is registered directly to PJSC Rostelecom (netname RU-RTK-*), so the space is genuinely the incumbent's and is not brokered or third-party.
• Rostelecom operates many autonomous systems; this is not the main eyeball or backbone network, just a small inherited registration carrying mmtel.ru subscriber access. It should not be read as representative of Rostelecom overall.

Interesting

• MMT / mmtel.ru is the surviving brand of the local operator whose subscriber estate this AS carries. The Rostelecom holder name and the mmtel.ru rDNS disagree because the incumbent absorbed the operator but left its reverse zone in place.
