• Addresses here are school premises, not homes and not a commercial ISP. A hit is a classroom, a school server or a school's administrative machine.
• CTI "Diophantus" is a state body under the Ministry of Education, so this sits at the education/government boundary; it is carded as education because the addresses are on school sites.
