sells broadband to homes and businesses across the telephone company's exchanges

and, through affiliates, further across the state.

What it's used for

• Residential broadband — fibre-to-the-home in the newer builds, DSL almost everywhere else, with legacy dial-up still visible in the address space.
• Business connectivity for customers in the same rural Oklahoma footprint.

Notable

• Reverse DNS makes the kind unambiguous, and it names three eras of access technology at once: pppoe-216-137-20-9.prkn.ip.ctsiok.net, dsl-66-103-115-30.ip.ctsiok.net, davenport14p44.dial.brightok.net, and static assignments under static.ip.ctsiok.net. Those are subscribers.
• The inventory is a scatter of ~22 ARIN prefixes (roughly 80k addresses) accumulated over decades — 204.249.192.0/20, 67.206.96.0/19, 69.8.0.0/18, 205.240.128.0/20 and others. Small, contiguous-ish, and all registered to the operator: normal for a rural telco, unlike the scattered multi-RIR /24s that signal address brokering.
• An IP here is an Oklahoma end user. Do not read it as hosting.

Interesting

• ctsiok.net and brightok.net are the same operator under two brands: the incumbent telephone company and the broadband name it sells under. The reverse DNS never got unified, which is why both show up in the same AS.
