• The blocks are all registered to US Signal under netnames like US-SIGNAL7: 209.98.0.0/16, 208.42.0.0/17, 209.134.128.0/19 and a few /24s, roughly 120k IPv4 addresses plus 2001:18c8::/32.
• Reverse DNS is sparse to absent across the space — no subscriber pools, no dsl- or dyn- naming anywhere. This is server and tenant addressing.
• Only a handful of BGP neighbours. It is a regional datacentre network buying transit, not a carrier.

Interesting

• The worklist handle for this ASN still reads VISI-AS, three owners out of date. The registry name is a good reminder that handles outlive the companies that file them; the current holder is what matters when reading an address.
