What it's used for

• Chevron's internal and public-facing corporate IT: a single legacy Class B, 146.23.0.0/16, announced as the aggregate plus a long list of more-specifics, together with IPv6 out of 2620:16d:1000::/36.
• Reverse DNS across the space is a deliberate blank: addresses answer with the placeholder non-routed-un-exposed-IP.23.146.in-addr.arpa. That is a wildcard PTR designed to reveal nothing about the hosts behind it.

Notable

• This is enterprise address space belonging to a global energy company, spanning offices, refineries and corporate systems worldwide. It is not consumer space and not hosting space, and it should not be geolocated at finer granularity than "Chevron", since a single /16 covers a company with operations on several continents.
• Announcing the /16 alongside dozens of /22s and /23s is normal enterprise traffic engineering: the more-specifics let different sites and services take different paths.

• The non-routed-un-exposed-IP reverse-DNS name is an unusually explicit piece of corporate security hygiene. Most enterprises simply publish no PTR record; Chevron publishes one that says, in effect, there is nothing here for you.
